Over 600 youth who are attending the 4th World Youth Congress (WYC), ReGénération 2008, have been forced to leave—but not for lack of living accommodations or bad behaviour.

Rather, from 17-20 August 2008, during WYC's action segment, delegates are departing from Congress venue Laval University in Québec City, and travelling within 250 kilometres of Québec’s capital to participate in local action projects. Participants will be working on forty projects, all of which are in collaboration with various local organizations, to contribute to community development.

Former United Nations (UN) Secretary General Kofi Annan describes action projects as a means for young people to contribute their ideas and energy in a significant way. Through their involvement, he says, youth will “participate in community-building, work towards social change and apply their leadership skills, all the while giving access to services, supports and opportunities that facilitate their development.”

Some action projects featured at this year’s Congress include building a rustic campsite in the woods of St-Alban, Portneuf, painting a house in Saint-Sylvestre, Chaudière-Appalaches and my project—filming a video in Québec City.

In collaboration with Vidéo Femmes, a centre that independently produces and distributes films and videos, my clan (group) members and I are creating a 1-minute video project that engages the issue of wasting resources—a subject that affects not only youth, but also the world at large.

The video centres on the concept of “putting words into actions,” and involves a contradictory male character who—despite advocating for civil responsibility and fighting against environmental degradation, poverty and apathy—does not put his words into actions by implementing those changes in his daily life.

Clan leader Sonia Djelidi from Montreal describes the video project’s hands-on approach as engaging for youth.

“We’ve been writing the scenario; we’re shooting today; we’ve been learning a lot. It gives us the different perspective of [working behind a video camera].” Djelidi adds that the entire group is enjoying the experience of creating a video—from the screenwriting to the filming.

Delegate Lyndsey Rosevear from Kamloops, British Columbia feels that action projects are important because they allow delegates to take everything they learned in workshops and conferences at the Congress, work with other youth and “put words into actions.”

She continues to say that action projects are “an example of how [young people] can [contribute] on a bigger scale.”

In addition to the projects, delegates have participated in skills workshops, debates and discussions with development professionals and a full cultural program for the past two weeks during the Congress.
